Disclaimer for document identifying Operation Dragonlord


Information in a 1999 document purported to be directly associated with a US operation titled Dragonlord includes references to the US three-letter agencies and extracts from what is assessed to have been a highly classified operation drawing on multi-agency reporting.

The document was derived from a highly credible source in the legal profession, and the information contained in the document has recently been corroborated by a former Canadian Security Intelligence Service (CSIS) agent with direct knowledge and interaction with those working on the US operation. Canada and Australia are mentioned as having assisted in sharing information with the agencies involved in the operation. The US Dept of Justice is cited as the lead agency in this document and references other US agency files that supported the process. This document has been assessed as not belonging to the operation itself. It clearly identifies an operation by the US into the Chinese Communist Party (CCP) threat emanating from within Canada and how this threat is of significant concern to American national security.

For reference, the alignment of data in a 1997 declassified report named Project Sidewinder, created by CSIS and Royal Canadian Mounted Police (RCMP), combined with the information in the document mentioned above directly relates to the contents in our book, The Mosaic Effect: How the CCP started a war in America’s backyard.

The document coined the term “Unholy Trinity” this includes Chinese organized crime, business tycoons and political influence operations, which are still the greatest threat to western democracies.

Support for the information contained in the Dragonlord-related document can be found in the files held by the Five Eyes Intelligence Community, declassified Sidewinder report, former CSIS agent and author of Sidewinder as well as testimony provided to the US government by US agency subject matter experts that have attempted to bring the threat emanating from the CCP to light for over 30 years.

With public interest and concern increasing and as greater awareness of the scope and depth of CCP hybrid warfare operations impact the geopolitical, socioeconomic and geosocial ecosystems in the west, it is now time to mitigate the threats and find effective solutions that safeguard our institutions, citizens and national security.

The Dragonlord report is believed to be archived in the CIA’s public vault directory. To our knowledge, no one except those on the task force has seen the report. Our efforts, and those of others, to acquire the report through freedom of information requests have been unsuccessful.
